The Senate has invited members of the public to submit memoranda and participate in a public hearing on the Public Service Internship Bill, 2022 (National Assembly Bills No. 63 of 2022), which was recently introduced in the House.
The Bill was read for the First Time in the Senate on Thursday, February 12, 2026, and subsequently committed to the Standing Committee on Labour and Social Welfare for consideration.
In line with Article 118 of the Constitution and Standing Order 145(5) of the Senate Standing Orders, the Committee is required to facilitate public participation before tabling its report.
What the bill seeks to achieve
The proposed law aims to establish a structured, equitable and sustainable framework for internship programmes across Kenya’s public service.
If enacted, the legislation will provide coordinated, hands-on training and practical experience for graduates entering the workforce. It also seeks to strengthen the link between education and the labour market by ensuring interns gain meaningful professional exposure required for registration by relevant regulatory bodies.
The Bill is expected to enhance youth development and employability by creating a clear and standardized internship system within government institutions.
How to submit Memoranda
Interested members of the public are invited to submit written memoranda to the Senate.
Submissions may be addressed to the Clerk of the Senate, P.O. Box 41842–00100, Nairobi, hand-delivered to the Office of the Clerk of the Senate at the Main Parliament Buildings, or sent via email to clerk.senate@parliament.go.ke and copied to laboursocialwelfarecomm.senate@parliament.go.ke.
All memoranda must be received on or before Tuesday, March 3, 2026 at 5:00 p.m.

Public hearing scheduled
In addition to written submissions, the Standing Committee on Labour and Social Welfare will hold a public hearing on Tuesday, March 3, 2026 at 11:00 a.m. at the Mini Chamber, First Floor, County Hall Building, Nairobi.
Members of the public are welcome to attend and present their views.
