President William Ruto has launched and inspected a series of multimillion-shilling development projects in Siaya County, placing roads, housing, sports, electricity and blue-economy infrastructure at the centre of his government’s development agenda in the region.
The projects were unveiled during Ruto’s development tour of Siaya on Tuesday, as the President continued his wider Nyanza tour focused on infrastructure and economic development. The government says more than Sh220 billion worth of projects are being rolled out across Kisumu, Siaya, Homa Bay and Migori counties.
Sh32 billion road investment planned
Ruto said the government plans to invest Sh32 billion to build 400 kilometres of new roads in Siaya County, alongside ongoing road construction and rehabilitation.
“We are closing the yawning infrastructure gap in Siaya County and across the wider Nyanza region through deliberate and sustained investment in roads, water, energy and other critical infrastructure,” Ruto said.
He added that inadequate infrastructure had for years constrained the region’s economic potential.
“For too long, inadequate infrastructure has held back the region’s immense economic potential and limited opportunities for its people,” he said.
Among the projects launched is the 74.8-kilometre Kodiaga-Rabango-Awelo-Ogam-Nyamonye, Ogam-Usenge, Dudi-Mutumbu-Kodiaga and Bondo Technical Training Institute access roads. The road network is designed to improve access to markets, schools, health facilities and communities around Lake Victoria and Lake Kanyaboli.
Ruto also launched construction of the 20-kilometre Sihayi-Bar Ober-Sega Road in Ugenya Constituency.
Sh1.9 billion Kalandini-Ka Elija Road
In Rarieda Constituency, Ruto launched the 31.8-kilometre Kalandini-Ka Elija Road, a project valued at about Sh1.9 billion.
The road is expected to improve connectivity and support agriculture, fishing and trade by linking communities to markets and major towns along the shores of Lake Victoria.
“We are committed to ensuring every part of Kenya has the infrastructure it needs to grow and thrive,” Ruto said.
Housing, power and sports infrastructure
The President also inspected affordable housing projects in Siaya, including the 340-unit development at Ukwala. He said the national government is investing Sh28 billion in 10,000 affordable housing units, 20 modern markets and student hostels with capacity for 8,000 beds across the county.
Ruto further said 21,000 households would be connected to electricity under the Last Mile Connectivity programme at a cost of Sh2.8 billion.
“We are deliberately investing in modern sports infrastructure across the country to nurture talent, create opportunities for our young people and strengthen Kenya’s position as a competitive sporting nation,” Ruto said while inspecting the Jaramogi Oginga Odinga Stadium, which is 47 per cent complete and targeted for completion in February 2027.
“Our goal is to ensure that talent, wherever it is found, has the facilities, support and opportunity to thrive and compete at the highest level,” he added.
Blue economy investment
Ruto said the government has also invested Sh10 billion in Siaya’s blue economy, including research, fingerling technology in Kabonyo, four piers, ferry services and rescue centres.
He added that Sh1.5 billion had been invested in nine fish landing sites to help communities around Lake Victoria generate greater economic value from fishing.
The President also announced that construction of the 500-kilometre Lake Victoria Ring Road would begin in November 2026, connecting Busia to Muhuru Bay through Siaya, Kisumu and Homa Bay.
