National Assembly invites Kenyans to submit views on 2026/27 budget estimates

The National Assembly of Kenya has launched a nationwide public participation exercise on the 2026/27 Budget Estimates, inviting Kenyans to submit memoranda and attend county public hearings scheduled across the country.

In a public notice issued under Articles 118 and 221 of the Constitution, Parliament said the exercise seeks to involve citizens and stakeholders in the consideration of revenue and expenditure estimates for the next financial year.

The budget proposals for the National Executive, Judiciary and Parliament were submitted to the House on April 30, 2026, and referred to the Budget and Appropriations Committee for review.

Hearings to be held in 16 counties

According to the schedule released by Parliament, public hearings will take place between May 13 and May 15 across 16 counties.

The hearings will begin on Wednesday, May 13, in counties including Nairobi County, Kitui County, Garissa County, Homa Bay County and Nyandarua County.

On Thursday, May 14, hearings will continue in counties such as Busia County, Bungoma County, Kirinyaga County, Kajiado County and Taita Taveta County.

The exercise will conclude on Friday, May 15, in West Pokot County and Meru County.

Focus on economic transformation agenda

Parliament noted that the 2026/27 Budget Estimates are designed to consolidate gains made under the government’s Bottom-Up Economic Transformation Agenda (BETA).

According to the notice, the estimates aim to unlock productivity, improve incomes and support job creation through strategic allocation of public resources.

“The limited fiscal space must be strategically allocated to areas that yield the greatest impact on job creation, income growth and expanded economic participation,” the notice stated.

Kenyans urged to submit memoranda

The Clerk of the National Assembly has urged citizens, civil society organisations, professionals and other stakeholders to present their views on the proposed budget.

Written memoranda must include the name and contact details of the person or organisation submitting them and should be delivered physically to Parliament Buildings in Nairobi or sent via email.

The submissions must be received on or before Monday, May 25, 2026, at 5:00 p.m.

A parliamentary official said public participation remains a constitutional requirement aimed at ensuring citizens have a direct voice in how public funds are allocated.

“The budget affects every Kenyan, and public input is critical in shaping national priorities,” the official said.

Budget documents available for public review

Parliament has also made the 2026/27 Estimates of Revenue and Expenditure available to the public at the National Assembly Table Office and on the parliamentary website to encourage informed participation.

The hearings are expected to attract leaders, business groups, youth organisations, professionals and ordinary citizens interested in influencing government spending priorities.
