Who is Francis Meja, Ruto’s new nominee for PSC Chairperson?

President William Ruto has nominated former NTSA General Director Francis Meja for appointment as the Chairperson of the Public Service Commission (PSC).

The nomination, issued announced Notification of Presidential Action No. I of 2026, has been transmitted to the National Assembly for consideration and approval by Parliament.

Who is Francis Meja?

Meja is a public servant, best known as the founding Director General of the National Transport and Safety Authority (NTSA).

He is credited with establishing its online systems (TIMS) and streamlining transport services, later serving as a Commissioner for the Public Service Commission (PSC) and a member of the Murang’a University Council, with past political aspirations for Kajiado Governor.

He led the formation of the establishment of the NTSA at a time the government was scratching it’s head on how to bring sanity to roads following increased accidents.

He consolidated functions from other agencies and created the Transport Integrated Management Systems (TIMS) for online services.

Before NTSA, he held this key role in the transport sector.

Appointed by President Ruto, he became a Commissioner in early 2025, focusing on digital transformation and public service standards.

He was then appointed member of the Murang’a University Council in late 2023.
His three-year term began on November 10, 2023. The appointment was revoked in an official notice dated January 20, 2025, following his swearing-in as a member of the PSC.

He as well tried his hand in politics. He contested the Kajiado governorship by participating in the United Democratic Alliance Party primaries.Meja did not clinch the nomination, with the primaries being won by Katoo ole Metito, who garnered 72,679 votes compared to Meja’s 13,097.

In addition to his public service experience, Meja brings over 15 years of experience in banking and financial services. He has served in management roles at Equity Bank Kenya PLC and the Housing Finance Company of Kenya (HFCK).

He holds a Master of Business Administration in Strategic Management from the University of Nairobi.

Chief of Staff and Head of the Public Service, Felix K. Koskei, said the nomination was made “in discharge of the constitutional imperatives on State appointments.”

The appointment process now moves to Parliament, where the National Assembly will consider the nomination before Meja can assume office.
