The Social Health Authority (SHA) has invited interested and qualified bidders from reputable firms to submit tenders for the provision of emergency air evacuation services under the Public Officers Medical Scheme Fund.
In a national tender notice, the Authority announced a framework agreement for the provision of emergency air evacuation services for beneficiaries of the Public Officers Medical Scheme for a period of three years. The tender has been classified as open to “ALL” eligible bidders.
The tender reference number is SHA/ONT/002/2025-2026, with the submission deadline set for March 10, 2026 at 10:30 a.m.
Three-Year Framework Agreement
According to the notice, the successful bidder will enter into a three-year framework agreement to provide emergency air evacuation services for beneficiaries covered under the Public Officers Medical Scheme Fund. The service is expected to support urgent medical transfers, particularly in cases requiring specialised treatment not available within certain regions.
Emergency air evacuation plays a critical role in strengthening access to healthcare, especially in remote or underserved areas. Under Kenya’s evolving health financing structure, SHA has taken over functions previously managed by the National Health Insurance Fund (NHIF), as part of broader health sector reforms aimed at improving efficiency and accountability.
The Authority has not disclosed the estimated value of the tender but indicated that detailed specifications and requirements are available in the official tender documents.
Submission Process and Requirements
Tender documents can be accessed free of charge through the SHA website and the Public Procurement Information Portal (PPIP). Firms that download the documents and intend to submit bids are required to send their contact details to the official SHA procurement email for record-keeping and receipt of any clarifications or addenda.
Completed tender documents must be submitted in plain sealed envelopes clearly indicating the tender number. The envelopes should be addressed to:
The Chief Executive Officer
Social Health Authority
P.O. Box 30443-00100
Nairobi
Bidders are required to place their submissions in the tender box located at the SHA Building, 7th Floor Reception, so as to reach the Authority on or before March 10, 2026 at 10:30 a.m.
Tenders will be opened immediately thereafter at the SHA Auditorium on the 2nd Floor of the SHA Building, in the presence of bidders or their representatives who choose to attend.
Strengthening Emergency Medical Access
The invitation comes as the government continues to roll out reforms under the Social Health Authority framework, which seeks to expand universal health coverage and streamline health financing systems.
Emergency air evacuation services are particularly crucial for public officers stationed in remote regions, border areas, and counties where advanced medical facilities may be limited. The three-year framework is expected to enhance rapid response capabilities and ensure continuity of care for beneficiaries requiring urgent medical attention.
By opening the tender to all eligible firms, SHA signals a competitive procurement process in line with public procurement regulations. Interested companies are encouraged to carefully review the tender documents, ensure compliance with technical and financial requirements, and submit their bids within the stipulated timelines.
The notice was issued under the authority of the Chief Executive Officer of the Social Health Authority.
