Defense Cabinet Secretary Soipan Tuya has presided over the groundbreaking ceremony for the Kabarnet University College project in Baringo County, marking the start of a major investment aimed at expanding access to higher education.
During the event held at the institution’s main campus on April 27, 2026, Tuya was taken through the university’s design model, outlining the scope of the planned development.
Boost to Education Access
Tuya said the Sh1 billion project will be implemented by a Chinese contractor in partnership with the Kenya Defence Forces, noting that it will significantly improve access to quality and inclusive education.
She emphasized that the university college will not only benefit residents of Baringo but also attract students from across the country.

Phased Construction Plan
According to the Cabinet Secretary, the project will be implemented in phases, with the first phase focusing on core academic infrastructure.
This will include the construction of tuition blocks, a modern library, an auditorium, and an administration block. The initial phase is expected to be completed within one and a half years.
Phase two will involve the development of additional support facilities and will be rolled out in subsequent financial years.
Economic Opportunities for Locals
Tuya urged residents to take advantage of the employment and business opportunities expected to arise during the construction and operational phases of the project.
“Beyond its educational value, this project will serve as a catalyst for local economic growth by creating employment opportunities for our young people, supporting local enterprises and stimulating demand for goods and services within the community,” she said.

Education Cabinet Secretary Julius Ogamba, in remarks delivered by Principal Secretary for Higher Education Beatrice Inyangala, described the project as a milestone that will help shape the future of young people.
He stressed the importance of aligning academic programmes with global standards to enhance graduates’ competitiveness in the job market.
Ogamba also called on the science-based university college to invest in information communication technology and strengthen its digital ecosystem.
He noted that embracing innovation and global trends will ensure students are equipped with skills relevant for both local and international opportunities.

The Kabarnet University College project is expected to play a key role in transforming the education landscape in Baringo County, while also contributing to economic growth through job creation and increased local business activity.
