The government has unveiled the proposed organisational structure for the Nairobi Metropolitan Police Formation, marking a significant step towards the rollout of a specialised policing unit aimed at strengthening security coordination across the Nairobi Metropolitan Area.
In a statement issued on Monday, the Ministry of Interior said President William Ruto approved the proposed framework after reviewing recommendations on the establishment of the new police formation.
According to the ministry, the President directed that the unit be established within the existing constitutional framework governing the National Police Service (NPS).
New formation to operate within constitutional framework
The ministry said the President emphasised that the Nairobi Metropolitan Police Formation must operate under the constitutional command and control structure of the National Police Service while enhancing regional coordination.
The proposed unit will be established as a specialised police formation under the existing framework for Formed Units, with its leadership reporting through the National Police Service hierarchy.
The government said the arrangement is intended to improve policing across the metropolitan region without altering the constitutional mandate of the Inspector General of Police.
Command structure outlined
Under the proposed structure, the Nairobi Metropolitan Police Formation will be headed by a Commandant, who will report to the Deputy Inspector General of the Kenya Police Service. The Commandant will be assisted by a Deputy Commandant.
The structure also provides for an Integrated Command Centre and a Multi-Agency Liaison Office to strengthen coordination between national security agencies, county authorities and other stakeholders involved in security operations.
Kamukunji Police Station has been proposed as the headquarters of the new formation and will host the Integrated Command and Communication Centre (IC4), which will coordinate security operations across the metropolitan area in real time.
Operational command will flow through Sub-Region Commanders and Sub-County Commanders before extending to metropolitan police stations, police posts and patrol bases, creating a layered command system designed to improve police visibility, emergency response and service delivery.
Specialised security units
The new formation will comprise several specialised operational units responsible for key policing functions across the metropolitan region.
These include units dedicated to diplomatic security, public safety, enforcement, traffic management, criminal investigations and security patrols.
According to the ministry, the specialised units are expected to improve operational efficiency by enabling officers to focus on specific security responsibilities while strengthening coordination among law enforcement agencies.
Rollout expected soon
The unveiling of the proposed structure follows President Ruto’s recent update on the progress of the Nairobi Metropolitan Police initiative.
Earlier this month, the President said the specialised formation would adopt a community-centred policing model that brings together residents, community leaders, the National Police Service, Nairobi County Government and other stakeholders to jointly identify security priorities and develop local solutions.
He said the Nairobi Metropolitan Policing Framework would be rolled out in the coming days, describing it as a major step towards improving coordination, accountability and public participation in policing.
Once operational, the new formation is expected to strengthen security management across the Nairobi Metropolitan Area through enhanced coordination, faster emergency response and closer collaboration between national and county security agencies.
