The Higher Education Loans Board (HELB) has invited applications for its Civil Servants Training Revolving Fund, targeting public servants looking to upgrade their skills and academic qualifications.
In a notice issued on Wednesday, March 18, HELB said the fund is open to employees in the public sector, including teachers under the Teachers Service Commission (TSC) and officers in the Kenya Police Service.
Who qualifies for the HELB fund
According to HELB, applicants must be currently employed in the public service and have secured admission to a recognised local institution.
They are also required to present a recommendation letter from their employer, confirming support for their studies.
In addition, applicants must submit key documents, including a national ID, KRA PIN, passport photo, and certified payslips for the last three months.
Courses supported under the programme
The fund supports a wide range of academic and professional programmes aimed at enhancing skills within the public service.
Eligible applicants can pursue Certificate, Diploma, Higher Diploma, as well as postgraduate programmes such as Master’s and PhD courses.
HELB said the initiative is designed to strengthen capacity in government institutions by enabling continuous professional development.
Loan terms and repayment plan
Successful applicants will benefit from flexible repayment terms of up to 72 months, depending on individual financial capacity.
The loans will attract an annual interest rate not exceeding four per cent, making them more affordable compared to conventional financing options.
HELB noted that beneficiaries can also repay earlier if they are in a position to do so.
How to apply
Interested applicants have been advised to submit their applications through the HELB online portal.
During the application process, candidates must correctly indicate their level of study and confirm that they are not placed under the Kenya Universities and Colleges Central Placement Service (KUCCPS).
The board encouraged eligible civil servants to take advantage of the fund to advance their careers and improve service delivery across government institutions.
