Murkomen places parts of Marsabit under security lockdown amid rising violence

The government has escalated its response to insecurity in northern Kenya after Interior Cabinet Secretary Kipchumba Murkomen formally designated sections of Marsabit County as disturbed and dangerous, citing a surge in armed violence and inter-community clashes.

The declaration, published in the Kenya Gazette on April 24, follows consultations with the National Security Council and the National Police Service, and is anchored in Section 106(6) of the National Police Service Act, 2011.

“In exercise of the powers conferred… the Cabinet Secretary declares parts of Marsabit County as security disturbed and dangerous,” the gazette notice states.

The directive took effect on April 23 at 6:30 p.m. and will remain operational for 30 days, although authorities have indicated it could be extended or lifted depending on how the situation evolves.

Areas Under Heightened Security Watch

At least 13 locations—mostly under the Hillo cluster—have been placed under the security order. These include Hillo Gorgora, Hillo Orofa, Hillo Walkite, Hillo Tanzania, Hillo Irress Abamartille, Hillo Gootu, and Hillo Tessum Qalicha.

Other affected areas are Hillo Karray, Hillo Hudda, Hillo Qoranjido, Hillo Irress Shindia, Hillo Rabaalee, and Hillo Godde Haroressa.

Security officials say these zones have experienced repeated cycles of violence, often fueled by disputes over pasture, water, and livestock—resources that are increasingly strained due to climatic pressures.

Expanded Powers for Security Agencies

The declaration grants law enforcement agencies broader authority to conduct operations aimed at restoring stability in the region. This includes intensified patrols, targeted disarmament exercises, and restrictions where necessary to curb movement linked to criminal activity.

Inspector General of Police Douglas Kanja has already issued a directive requiring residents in the affected areas to surrender illegal firearms.

Authorities have warned that failure to comply will attract firm enforcement measures as the state seeks to dismantle armed groups operating in the region.

Tensions Linked to Infrastructure Development

The insecurity has been further complicated by tensions surrounding the construction of a new security installation along the Marsabit–Wajir border.

Local grievances tied to land use and perceived marginalisation have reportedly heightened friction between communities, adding another layer of complexity to an already volatile situation.

High-Risk Zone as Travel Warnings Intensify

Travel advisories have flagged Marsabit as a high-risk region, particularly areas within a 110-kilometre radius of the South Sudan and Ethiopia borders.

These zones have long been associated with cross-border criminal networks and armed banditry, posing challenges for both residents and security forces.

Part of a Broader National Crackdown

This marks the second time in recent weeks that Murkomen has invoked similar powers, following earlier declarations in parts of Laikipia, Meru, and Isiolo counties.

The move signals a coordinated national effort to address banditry and restore order in regions that have experienced prolonged insecurity.

Government officials say the strategy combines enforcement with long-term interventions aimed at addressing the root causes of conflict, including resource competition and economic marginalisation.

Balancing Security and Stability

While the directive is expected to enhance security operations, it also raises concerns about the impact on daily life for residents, including movement restrictions and heightened surveillance.

However, authorities maintain that the measures are necessary to break cycles of violence and create a safer environment for communities that have endured years of instability.
