Kenya and the United States have signed a reciprocal agreement allowing eligible dependants of government and diplomatic employees to seek employment while accompanying their relatives on official assignments in either country.
The arrangement, signed in Nairobi on September 7, is expected to give spouses and other eligible dependants greater access to employment opportunities during diplomatic postings, while strengthening people-to-people ties between the two countries. Kenya’s Foreign Affairs Ministry lists the agreement as covering the Employment of Dependents of Official Employees between Kenya and the United States.
What does the agreement change?
Diplomatic postings can last for several years, often requiring families to relocate with the government official. In the past, accompanying family members could face restrictions on entering the local labour market because of their diplomatic or dependent status.
The new reciprocal arrangement creates a framework under which eligible dependants can pursue employment in the host country, subject to the terms of the agreement and applicable requirements.
The United States has described bilateral work agreements as arrangements that allow accredited spouses and dependent children of government employees to seek employment in the local economy.
For Kenyan officials posted to the US, the arrangement could therefore allow eligible family members to pursue professional opportunities while accompanying them. The same principle applies to eligible US government employees serving in Kenya.
Agreement signed during wider diplomatic talks
Foreign Affairs Principal Secretary Korir Sing’oei announced the agreement after joining Prime Cabinet Secretary and Foreign Affairs Cabinet Secretary Musalia Mudavadi in receiving US Assistant Secretary of State for African Affairs Frank Garcia.
Sing’oei said the two sides reviewed several areas of the Kenya-US partnership before signing the employment arrangement.
“During the meeting, we reviewed various dimensions of Kenya-US partnership within the framework of our bilateral strategic dialogue,” Sing’oei said.
He added that the two countries had signed the reciprocal arrangement covering employment of dependants of official employees.
A broader push to deepen Kenya-US ties
The employment agreement is part of wider discussions between Nairobi and Washington covering trade, investment, healthcare, critical minerals, defence and regional security.
Mudavadi said the relationship would have the greatest impact when cooperation produces tangible benefits for citizens.
“The Kenya–United States partnership matters most when it translates into jobs, investment, better healthcare and greater security for our people,” he said.
The talks also come as Kenya and the US pursue stronger economic relations, including trade negotiations and the extension of the African Growth and Opportunity Act (AGOA) through 2028.
What happens next?
The two governments are expected to continue expanding cooperation ahead of the Fourth Kenya-US Bilateral Strategic Dialogue, which Kenya is scheduled to host in December 2026.
For diplomatic families, however, the employment agreement could have a more direct effect. Instead of an official posting automatically limiting a spouse’s ability to participate in the host country’s labour market, eligible dependants will have a formal pathway to pursue employment.
The arrangement therefore represents more than a technical diplomatic agreement. It could help diplomatic families maintain professional careers while abroad while adding a practical dimension to Kenya and the United States’ increasingly broad strategic partnership.
