Appointments under County Governments have seen a trend of Governors incorporating young, qualified individuals into significant leadership positions across the country.

Sabrina Mkare Jefwa

At just 24 years, Sabrina Mkare Jefwa made history after being sworn in as the County Executive Committee Member (CECM) incharge of Fisheries, Blue Economy, Livestock and Cooperative Development at Lamu County.
Sabrina, who holds a PhD in Maritime Governance and Environmental Management from the University of Malaysia Terengganu, was sworn in on 15th December 2025, becoming Kenya’s youngest CECM.
As Maritime Advisor at the Western Indian Ocean Governance Initiative (WIOGI), Sabrina has supported regional and local efforts to promote the sustainable use and protection of marine and coastal biodiversity across nine countries in the Western Indian Ocean region: Somalia, Kenya, Tanzania, Mozambique, South Africa, Seychelles, Comoros, Mauritius, and Réunion (France)
Sabrina has served as an Adjunct Lecturer at The Technical University of Mombasa in Maritime Management and Organisational Behavior as well as Maritime Science and Environmental Protection.
She is an Associate Member in the Technical Committee on Maritime Law and Policy and holds a Master of Laws – LLM from Swansea University with a dissertation in Law of the Sea and Oil and Gas, International Maritime Law.
Suzanne Silantoi Lengewa

Appointed in 2022 at the age of 29, Silantoi first made headlines when she contested for the Nairobi Senate seat in the General Elections.
She currently serves as the CECM incharge of Health Wellness and Nutrition in Nairobi County having previously been appointed in the Inclusivity, Public Participation, Citizen Engagement and Customer service docket.
Silantoi also leads the implementation of the Nairobi County School Feeding Programme, known as “Dishi na County”
She holds a Master’s Degree in Public Policy Analysis from the University of York and and a Bachelor’s Degree from Kenyatta University in Music.
Mohamed Hussein Amadoh

On 2023, Mohamed Hussein was appointed CECM for Lands, Physical Planning, Housing and Urban Renewal in Mombasa County.
Mohamed had previously served as a Data Analyst in the Mvita Constituency Development Fund Office from April 2014.
The 35 year old CECM holds a Bachelor’s Degree in Business Information Technology from Mount Kenya University.
Under his tenure as the Lands CECM, there have been tremendous improvements in the land reforms that include advanced security of tenure, land regularization and award of title deeds community development through Serikali Mitaani, Urban Renewal through development control.
He is also fast-tracking the Affordable Housing programs, a flagship project of Mombasa Governor to provide decent and affordable housing to the people of Mombasa.
Moreen Nyambura Kariuki

The 28-year-old serves as the CECM for Youth and Sports in Tharaka Nithi County under Governor Muthomi Njuki’s administration.
She graduated in 2019 with a Bachelorod Education Degree at Chuka University and a Master’s Degree from the same institution in 2023.
Nyambura’s rise to fame can be attributed to her years in service in student leadership at Chuka University, where she was elected in various positions including Organising Secretary.
She was appointed to cabinet in 2022 and has been instrumental in the development, management, and regulation of sports activities and facilities in addition to promoting youth participation in competitive and recreational sports.
She has also spearheaded capacity-building for
sports officials, coaches, and administrators as well as overseeing construction and maintenance of sports infrastructure.
Joy Karwitha Kiugu

The 32-year-old currently serves as the CECM incharge of Lands in Meru County, appointed in 2025 by Governor Isaac Mutuma.
Karwitha graduated from the University of Nairobi with a Bachelor of Commerce degree in 2013 and she holds a master’s degree in management information systems from the Jomo Kenyatta University of Agriculture and Technology (JKUAT).
During her swearing-in, Karwitha made a grand entrance by arriving in a chopper, a gesture that captured the attention of many including the digital world.
She is an experienced Sales Manager with a demonstrated history of working in the information technology and services industry.
