Who is eligible to vote in Kenya? The rules ahead of the 2027 election

Being a Kenyan citizen aged 18 or older gives you the right to register as a voter. To cast a ballot in 2027, your name must also appear on the voter register.

A Kenyan can be old enough to vote, hold a national ID and still arrive at a polling station unable to cast a ballot. The missing step may be voter registration.

The Constitution gives every adult citizen the right, without unreasonable restrictions, to register and vote by secret ballot. But eligibility to register and readiness to vote on election day are different questions.

Who qualifies to register as a voter?

Under Article 83 of the Constitution, a person qualifies if they:

Are a Kenyan citizen aged 18 or older;

Have not been declared to be of unsound mind; and

Have not been convicted of an election offence during the preceding five years.

The Elections Act recognises a Kenyan national ID or Kenyan passport as an identification document. Holding either document does not, by itself, put a person on the voter register. Kenya Law

What must you do to vote in 2027?

You must be registered and your details must be on the register used for the election. The Elections Act defines a voter as a person whose name is included in a current register of voters.

If you have registered before, check your record rather than assuming it is correct. IEBC’s voter verification portal asks for your ID or passport number and year of birth so you can check your voting particulars.

Do you need a voter’s card?

No. IEBC says a registration acknowledgement slip may be issued after registration, but the slip is not required for voting. The practical check is whether your registration details appear correctly on the voter register.

Can Kenyans abroad or prisoners vote?

Being abroad or in prison does not, on its own, erase a Kenyan citizen’s voting rights. The practical question is whether the person can register and vote through arrangements IEBC provides for the relevant election. A Kenyan court has affirmed prisoners’ rights to be registered and to vote. Diaspora registration and voting depend on the centres and procedures IEBC makes available.
