Parliament invites Kenyans to submit views on Finance Bill 2026

The National Assembly has invited Kenyans and stakeholders to submit their views and proposals on the Finance Bill 2026 as Parliament begins the public participation process on the proposed law.

The Bill contains several tax and economic proposals expected to affect consumers, businesses, importers and the digital economy.

According to the notice, individuals, organisations and institutions can submit written memoranda physically at Parliament Buildings in Nairobi or electronically before May 25, 2026, at 5 p.m.

Proposed Smartphone Tax Raises Concern

Among the key proposals in the Finance Bill 2026 is a planned 25 percent excise duty on mobile phones, a move that could significantly increase the cost of smartphones and digital access across the country.

The proposal has already sparked debate among Kenyans online, with concerns that higher phone prices may affect internet access, online learning, mobile banking and digital businesses.

Industry players are also expected to present their views on how the tax could affect smartphone adoption and Kenya’s growing digital economy.

Changes Target Digital Platforms and Mitumba Imports

The Bill also proposes new tax measures targeting mitumba imports and digital platform operations.

Other proposed changes include tighter regulation of virtual assets and cryptocurrency-related services as the government moves to strengthen oversight of the digital financial sector.

If passed, the Bill would also reduce tax filing timelines from June 30 to April 30, affecting individuals and businesses required to file annual returns.

Public Participation Process Begins

Parliament said public participation will continue as the Finance Bill undergoes consideration in the National Assembly.

The exercise gives Kenyans an opportunity to present their opinions, recommendations and objections before lawmakers debate and amend the proposed legislation.

The Finance Bill is one of the most closely watched laws each year because it directly affects taxation, pricing of goods and services, government revenue collection and the cost of living.

How to Submit Views

Kenyans can submit memoranda physically at Parliament Buildings in Nairobi or electronically through the official parliamentary email addresses provided by the National Assembly Finance Committee.

Submissions must be made before May 25, 2026, at 5 p.m.
