President William Ruto has unveiled a fresh round of appointments and nominations across the Executive, constitutional commissions and state corporations, redeploying senior government officials while filling vacancies in key public institutions.
The appointments, announced through Presidential Action No. XI of 2026, include the appointment of former police spokesperson Charles Owino Wahong’o as the new Government Spokesperson, replacing Isaac Mwaura, who has been reassigned to head the Office of Diversity, Inclusion and Disability Rights within the Executive Office of the President.
Charles Owino takes over government communications
Charles Owino, who previously served as Acting Head of Government Communications in the Ministry of Information, Communications and the Digital Economy, has been redeployed to the Executive Office of the President to serve as Acting Head of Government Communications and Government Spokesperson.
Isaac Mwaura, who has served as Government Spokesperson since 2022, was promoted and redesignated to lead the Office of Diversity, Inclusion and Disability Rights.
Dennis Itumbi was also appointed Head of Creative Economy and Special Projects, strengthening the government’s communications and creative industry agenda.
New faces nominated to constitutional commissions
The President also nominated several individuals to constitutional commissions and oversight bodies, subject to the relevant approval processes.
Former Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion was nominated to serve as a member of the Teachers Service Commission (TSC), alongside Antonina Lentoijoni.
For the Independent Policing Oversight Authority (IPOA), the President nominated Dr Duncan Ojwang Oburu as Chairperson to succeed the outgoing office holder.
Mary Nanjala Kilobi was nominated to the Intergovernmental Relations Technical Committee (IGRTC), reinforcing cooperation between the national and county governments.
Changes in state corporations
Ruto also made appointments to several state corporations and regulatory boards.
Former Agriculture Cabinet Secretary Farida Karoney was appointed Chairperson of the National Lottery Board, while former Kiambu Governor Mwangi wa Iria was named Chairperson of the Public Procurement Regulatory Board.
The appointments are intended to fill vacancies across government institutions while strengthening governance, oversight and service delivery.
Executive reshuffle
According to the Executive Office of the President, the latest appointments and redeployments were approved following recommendations by the Public Service Commission and are aimed at enhancing the effectiveness of government institutions.
The changes come as the administration continues to reorganise key government offices ahead of the next phase of implementing its development agenda and ongoing institutional reforms.
