PS Omollo, Mwangi ranked the best performing Principal Secretaries 2025

Principal Secretary, State department for Interior and National Administration, PS Raymond Omollo and his Sports counterpart Elijah Mwangi have been ranked as the best performing Principal Secretaries in 2025, both scoring 69.7 % in the just released Politrack Africa report.

The assesment of the comprehensive performance evaluation of Principal Secretaries according to Politrack focused on impact, innovation, and integrity and ranked the top 20 performing PSs based on a weighted scoring system.

Principal Secretary, State department for TVET, Esther Thaara Muhoria ranked 2nd with 67.2% while Principal Secretary, State department for Housing and Urban Development Charles Hinga was ranked 3rd with 65.5%

Among the performance evaluation criteria was percentage completion of targets as outlined in the State Departments’ Strategic Plan and Performance Contracting (PC) documents and evidence of delivering key projects on time, within scope, and on budget.

Basic Education PS Julius Bitok

Principal Secretary, State department for Basic Education Julius Bitok was ranked 4th with 64.1% while Principal Secretary, State department for Public Service and Human Development Jane Kere Imbunya completed the top 5 with 62.8 %

Other PSs who made the top 10 include Principal Secretary, State department for Roads Joseph Mungai Mbugua ranked 6th with 61.5%, Principal Secretary, State department for Children Welfare Services Carren Angeng’o ranked 7th with 60.3%, and Principal Secretary, State department for Energy Alex Wachira who was ranked 8th with 59.2%

Principal Secretary, State department for Investment Promotion Abunakar Hassan and Principal Secretary, State department for Public Health and Professional Standards Mary Muthoni were ranked 9th and 10th respectively.
The PSs were also ranked on strategic leadership and national impact by demonstration of alignment of the State Departments’ programs with the Bottom-Up Economic Transformation Agenda (BETA), Vision 2030, and the Medium-Term Plans (MTPs).
